As early as 1968, GM equipped the C3 with retractable headlights operated by a vacuum system, a technology then common on high-end American cars. This choice, perfectly logical for the time, relied on the vacuum generated by the engine to control the opening and closing of the covers. The windshield wipers also used a similar vacuum system, notorious for its recurring problems.
The Vacuum System: A Time Bomb
The principle is simple on paper: a vacuum reservoir, supplied by the engine's intake manifold, stores the necessary vacuum. Two pneumatic relays control the actuators (or diaphragms) of each headlight cover. When the lever is pulled, the vacuum is sent to the actuators, which mechanically actuate the covers.
In practice, on vehicles that are now between 40 and 58 years old,
this system ages very poorly. The rubber hoses crack, the internal membranes of the actuators tear, the dried-out seals fail, and vacuum leaks multiply. The result: the headlights open with frustrating slowness, only halfway, or not at all.
Classic Symptom on Forums
The left headlight opens normally, but the right one remains stuck. By pushing it manually, it remains open — until the headlights are switched off. One headlight open, the other closed: the C3 is "winking," an infallible sign of a vacuum leak.
Repairing the original system is possible—seal kits exist, the vacuum actuators can be rebuilt, the hoses replaced—but it's meticulous work that only provides a temporary fix. On French and international enthusiast forums, one observation keeps recurring: you repair it, it leaks again, you repair it again. The cycle is endless. And when the relay itself is faulty, or the vacuum reservoir has a micro-crack, the diagnosis can become a real headache.
The system becomes even more temperamental when the engine is modified or fitted with a modified intake (sport carburetor, aggressive camshaft) that generates less vacuum at low RPMs. The headlight cover then becomes dependent on engine speed.
